A number of African regional organisations have recently adopted ambitious targets for expanding access tomodern energy services, particularly in peri-urban and rural areas. These targets reflect the proposals fromthe New Partnership for Africa’s Development (NEPAD)for greater access across the continent. This has been the case for the Economic Community of West African States (ECOWAS), which has developed an MDG-oriented “White Paper for Increasing Access to Energy” by 2015. The White Paper includes ten quanti-tative access targets, including 100% access to improved stoves and modern cooking fuels, and 100% access to electricity in urban and peri-urban areas. The EU Energy Initiative (EUEI) Partnership Dialogue Facility (PDF) is currently supporting the implementation of the White Paper with a study on the institutional design, responsibilities and potential sources of funding of the planned Regional Energy Agency for West Africa. Similarly, the East African Community (EAC) has adopted a document on regional cooperation for access expansion, which is currently being elaborated in more detail with support from the PDF and the UNDP. The PDF has also assisted the Secretariat and the Member States of the Economic and Monetary Community of Central Africa (CEMAC) to develop a fully costed five-year action plan for the Promotion of Energy Access in the CEMAC Region. This action plan includes ambitious targets and 11 priority actions designed to enhance regional cooperation on energy accessin the region. PDF is an instrument developed by a number of EU Member States and the European Commission. It pro motes upstream activities such as strategy development in the field of access to energy.
