South Africa: job opening Programme Coordinator Renewable Energy Market Transformation (REMT) Project

The DBSA has a job opening for a Programme Coordinator for the Renewable Energy Market Transformation (REMT) Project. Deadline for application is the 16th of April, 2010.

The REMT project is financed from Global Environmental Facility (GEF) grant funds supplied by the World Bank in terms of an agreement between the South African Department of Energy (DoE) and World Bank. The main objective of the REMT project is to remove the barriers and to reduce the implementation costs of renewable energy technologies to help mitigate greenhouse gas emissions. The project has two renewable energy components - Renewable energy power generation (REPG) and Solar water heating (SWH). The Development Bank of Southern Africa (DBSA) is the implementing agent for this project in terms of a memorandum of understanding (MOU) with the DoE and has established an Implementation Support Unit (ISU) to manage the REMT activities for the duration of the project.

 

 

An opportunity exists at REMT for the following position:

 

Programme Coordinator: Renewable Energy Market Transformation (REMT) Project (2 year contract)

 

KEY RESPONSIBILITIES

 

The REMT Project Coordinator will manage the ISU for the REMT project, be responsible for the implementation activities of the REMT project and will have a special responsibility for the substantive work for renewable energy policy and institutional framework development and capacity building:

 

  • Ensure successful execution of the grant agreement signed between the World Bank and the Department of Energy (DoE) regarding the implementation of the Renewable Energy Market Transformation (REMT) project
  • Operationalise the Memorandum of Understanding (MoU) signed between the DoE and DBSA regarding the establishment of REMT Implementing Supporting Unit (ISU) by DBSA
  • Develop effective work plan and budget for executing the REMT grant agreement in consultation with the REMT Steering Committee and the DBSA.
  • In consultation with the DoE, provide leadership in identifying and organising required policy, regulatory and institutional capacity building support for renewable energy market transformation as required by the REMT grant agreement
  • Ensure timely procurement and supervision of consultancy services required for the identified institutional capacity building support in accordance with the guidelines stipulated in the REMT grant agreement and the MoU.
  • Supervise the development, implementation and appropriate amendment of guidelines for implementing the Matching and Performance Grant support for renewable energy projects development
  • Provide periodic work and financial reports to the Steering Committee and the World Bank as required by the REMT grant agreement
  • Manage staff, resources and functions of the REMT ISU in accordance with the approved work plan budget and DBSA policies.

 

Expertise / Experience:

  • A post-graduate research based degree in a relevant field (e.g., economics, engineering, energy, preferably renewable energy policy research)
  • Expertise in renewable energy technologies, legal, policy, strategy and regulatory frameworks, with at least 10 years experience
  • International renewable energy experience and expertise required
  • Expertise in renewable energy project development, investment and financing, especially in managing grants for private investment projects, with at least 10 years experience
  • Experience in consultancy procurement and reporting requirements of multilateral institutions
  • Successful experience in program development including projects concept development, consultant supervision, resource planning and budgeting, reporting, etc.
  • Sound Project Management, Negotiations and Leadership, Staff Management skills, Multi-Stakeholder Management and Events Management.

 

DBSA’s working conditions as set out for fixed term contractors will be applicable for all positions. These fixed term contract positions will be valid as long as the original MOU between the DBSA and DoE is in effect. Should the MOU be terminated for what ever reason, then this fixed term contract will also be terminated.
