Pre-qualification for 1000 MW Moroccan integrated wind energy project

Moroccan utility ONE intends to select a list of companies and consortia to which ONE will address the tender for the development, design, financing, construction, operation and maintenance of five wind farms with a total capacity of 850 MW. Deadline for this EOI is 2 March 2012.
In the framework of the 1000 MW Moroccan Integrated Wind farm Program which aims (i) the production of electricity using wind energy, (ii) the promotion of a national wind industry and (iii), the establishment of a local high level of expertise and strengthening research and development so as to allow Morocco to master the technological process which has great potential for the improvement of the national economy, the Office National de l'Electricité (ONE), through this Invitation for submission of Expression of Interest, intends to select a list of companies and consortia to which ONE will address the tender for the development, design, financing, construction, operation and maintenance of five wind farms with a total capacity of 850 MW "The Project".

In addition to the development of five wind farms above (850 MW), the Project includes also the provision and maintenance of equipment necessary for the realization of an additional 200 MW wind farm.

The 850 MW wind project will be structured under a "Build Own Operate Transfer" scheme and through public-private partnership where ONE, "Société d'Investissement Energétique" (SIE) and Hassan II Funds will enter in a partnership with the strategic partner presumed contractor at the end of the bidding process.

1. This Invitation for Prequalification (IFP) follows the General Procurement Notice (GPN) for this Project, and is posted on the African Development Bank's "the Bank" (Internet Website .

2. Prequalification will be conducted through prequalification procedures specified in the Prequalification Document "Dossier de préqualification N° SP40 311", established according to the Rules and Procedures for Procurement of Goods and Works of the Bank.

3. Interested eligible applicants may obtain further information and download the Prequalification Document "Dossier de pré-qualification N° SP40 311" through ONE web site or get it for free from "Direction Approvisionnements et Marchés de l'ONE" at the following address :

4. Applications for Prequalification should be submitted, as per by Friday 2nd, March 2012 at 10 H00 (Moroccan Time), in sealed envelopes in accordance with the terms prescribed in the Prequalification Document "Dossier de préqualification N°SP40 311", and delivered to the address below :
